Won't start after winter

I've been trying to start my 98 gt w/ an 03 mach 1 motor and it won't. good battery, starter, and it sounds like it wants to. I did notice the fuel pressure goes from 40 down to about 10 after i first turn the key. It's the original gt pump, would that cause a problem? I have a burned chip in the computer to counter the anti theft system, do those just fail? thanks for any ideas
