If you can steal a 13 I would definitely pick one up. It makes no sense to pay more for a 14 because someone thinks its gonna be worth more for resale. You're not buying this car for an investment. Your buying it to get the best bang for your buck.

They're giving me a hard time with someone else pin does anyone know how to make it a friend's and family pin?
You can't "make it" a friends and family pin. Those have to be generated by someone that has the capability. If you are trying to use a pin generated by an employee at a partners affiliate, the dealer is most likely going to require documentation to attach to the pin paperwork.
Pay the $50 and use the MCA X-Plan. I signed up for MCA 10am the morning I bought my car. Printed the payment page for proof. Went to the X-Plan site and got the pin. Bought the car at 1pm that afternoon.
