Anything mounted outside is going to get wind noise unless you use a decent external mic. Anything mounted outside should also absolutely be tethered to the car. Ask me how I know.
The suction cup works well as long as you clean the spot off first and lock it correctly. Make sure your other screws/joints are tight or it will move (or fall off).
