Hood Insulator Q

So my hood insulator looks like crap, no surprise there, the car has 65k miles. So I go to remove the hood and i find what looks like a ground strap attached to the fender which was also attached to the hood blanket???? It left me baffled seeing as so many people remove the hood blankets, is this really a ground strap or just something to hold... I'll go snap a picture real quick as well.

Just remove it. That strap has to do with AM radio reception IIRC.

There is no need to post a pic of that just remove the hood blanket and throw it away.

Is the underside of your hood painted?

yes the underside is painted, just needs some TLC after collecting dirt for the last 5 years!
