Strange squeaking from engine bay while car moving

Recently, car has developed a constant squeaking noise from the engine bay (I think). The squeaking happens while the car has a gear engaged and is either accelerating or decelerating. When shifting gears, the squeaking volume increases slightly until the next gear is engaged.

However, there are no squeaking noises while the car is stopped in neutral nor if the car is already moving and decel'ing in neutral. I'm hoping this is just a belt issue, but I ask because I noticed the noise has emerged constantly after recently grinding 3rd gear pretty bad.

Car is sadly stock except for I/E with 70k miles on original equipment (save for brakes/scheduled fluid changes/fuel filter). I realize it's time to start replacing things, but does this sound like just the belt or clutch?
