Third brake light out?

I recently bought a Terminator, and the third brake light is wrapped in a black vinyl. It doesn’t appear to be working when the brake is depressed. When I check the connection (clip near the light) everything is connected.

Is there another point of connection, or is there a fuse I can check? Or could it be that the whole light is busted?
