Isn't the stock rotating assembly good for 7K, though?

These cars are capable of that with some cams but the Rods are suspect. The Valve springs have to be upgraded as well as Cams for the car to even make power beyond 6500 RPM. The stock timing components should be upgraded as well if your turning 7,000 RPM on a regular basis.

Yes the stock rotating assembly is capable of it but not very dependable.

What would the cost be labor wise for an install like the first post?

Your looking at pulling the engine, tearing it down to the bare block, having a machine shop balance and assemble the shortblock, then putting it all back together and finally in the car. It's pretty intensive but if your goals are 700+ RWHP this is a much better investment. If in the chance you damage your factory motor and break a rod or multiple rods it will cost twice as much to build and entire engine then as compared to building yours first.
