Baltimore gas & Electric put those overhead lines in a year or two ago, I don't think they fully replaced anything underwater though. The tunnels you are referring to are our alternate routes around this mess.
So, two movable ships vs one immobile ship vs an immobile structure. Not sure I've changed my mind...Sure but in this case the bridge is a stationary object and has been there for 50 years.
Ships crashing into each other are probably, more often than not, a result of both ships trying to be in the same place at the same time. It can be the fault of both ships or just the fault of one depending on circumstances.
Of course there are instances of a moving ship hitting a stationary ship but fault becomes easier to determine in that instance and most of of the time will be the fault of the moving ship.

We have four or five diesel powered backup generators at my site and they get tested on a routine basis. I always know when I drive past them on my golf cart because it's loud as shit.Yes, most ships of that size do. Some speculate that it could be why you see it come back online a couple times. But if you've ever been in an industrial setting you're probably aware of what happens when you don't regularly test and maintain the backup system. Primary failure. Backup kicks on...and quickly fails.
