04 Cobra PCM replacment question

I installed a new PCM in my restored salvage 04 Cobra. The PCM is a brand new sealed 03 unit. From all that I have read the 03 pcm should work fine in an 04. I have a NGS scan tool that I am trying to program Pats and PCM with. I get to set up vin and As-Built data but when I get to "Restore Module Config-New PCM" It has an error that the PCM will not initiate communication. I can scan for Mils and receive some PCM out puts. I get a P1693 (Vehicle ID Block Not Programmed Or Corrupt) Mil code. I believe that this VID issue is the problem. Does anyone know if I purchase a SCT Xcal3 will I be able to flash a tune to PCM or will I need stock computer set up first. Thanks
