17x10 Chrome Pony R 4-lug Wheels with M/T tires

I have some 17x10 Pony R wheels with 315/35/17 M/T street radials. They both have less than 500 miles on them. The finish on the inside of the wheels is starting to rough up for some reason. The chrome finish on the outside is like brand new.
