Which pulley combo seems to work best on a 2.3 whipple gen 2. 19lb of boost:
-3.5/4lb lower
-3.5/6lb lower

You should be find with the 3.5" upper and 4# lower...That combo on the old Gen I Whipples made about 17psi. With the Gen II Whipples producing ~2psi more boost with the same pulley combination that should put you right in the 19psi range +/- depending on your exhaust setup.
