2003 cobra fog light issues please help

So theres a huge meet tomorrow in my area early in the morning and my fogs light are acting ridiculous.

Passenger side operates normally. Fully functional with proper switch operation the switch lights up as well.
Headlights on the passenger side works.
Parking lights on the passenger side works.
All of these without even a flicker of light from the driver side.

Has fake HIDs from ebay with their individual ballasts. It doesnt work with those and doesnt work with new bulbs from schlepboys either. Tried disconnecting the ballast and running a new bulb in the stock connector and no joy.

I ran my hand up the harness and cant figure out where the grounds are for the fogs. I read somewhere that each side has its own ground. My car is lowered so I cant easily get under there and my jack seems to have taken a walk to a far away land.

Any help here would be greatly appreciated.

Checked voltage with the car on and off with fogs on and off respectively. Readings are as follows.

12.4 at power side of pass & driver connectors with vehicle on and off.
310mV at ground side on both connectors with vehicle on and off.

*these conditions are with no bulbs installed.*

Installed bulb in driver side for these readings.

310 mV at power and 313mV at ground with NO JOY.

please help me out here im literally at the point where I want to skip the meet and just create ram air inlets out of the fog light holes.
