I bought a 99 cobra that had a few mods on it. I noticed the springs are dark blue - are these stock? If not, any idea what brand they are? I have them out from under the car and there are no markings that I can see on them.

Mine where black as well. Could be Steeda or H&R Sports, those both are a dark blue.
My Eibach springs are black and have a part # and Eibach lettering printed on them.
If you've cleaned them up and still see nothing, as mentioned already, they might be H&R Sports or Steeda.

Q: how low is the car sitting from ground to center fender?
28" to 28.25" is stock oem..all the way around ..front and back.
H&R specified drops will tell you what you have...use the front measurements...as you might have MM prothane isos in the rear...which are thicker than oem by about 1/2" to 3/4" and cheat you on the actual rear drop specified.
H&R race front ~1.6" drop
H&R sport ~ 1.75"+ drop

H&R SS springs are dark blue IIRC.
they are, i have them, they also have like 2 or 3 coils marked with "h&r)))"
