99 Cobra fog lights not working properly

I figured this would be a better place to post this.

My fogs don't turn on with the head lights right away, it takes about 30 minutes of drive time and then I have to turn them off and back on for them to work. They turn on with the drive lights right away though.

I'm not quite sure what the deal is...
