A carfax question

What does it mean when it says "Exempt from odometer reporting", why would't they record the odometer

Back in the day of 100,000 mile odometers the mileage that was in excess was anyones guess....was it 110,000 or 210,000? Also in Florida after a car was 10 years old I think that the vehicle was exempt from the reporting laws.
