? about boost bypass system

From what I understand the boost bypass system is a valve that opens and closes depending on throttle position and is why we aren't at boost 100 percent of the time. Is this a on/off type valve or is it variable according to conditions. If it is variable, what exactly controls how much boost is dumped?

The reason I ask is, I came up with a crazy idea of linking the boost bypass with the traction control system. I don't even know if its possible. Right now the TCS pulls fuel which causes our cars to just fall on their faces (very bad). If the TCS were linked to the boost bypass and detected wheel spin. Then it could dump only enough boost to stop the wheel spin. I think that would be a pretty good system.
