this will probably matter about as much as flatulence in an F5 twister but here's what I'm submitting to Ford/SVT about allocation verification per dealer. would enjoy hearing any opinions positive, negative, or even wgaf as well as any suggestions for tweaking:

Ford/SVT should have a $250 fee for access to a weekly list (an updated list could be available each Friday for example) viewable only at a Ford dealer that has all verified available allocations specified per each Ford dealer who has paid the fee in order to be in the SVT system as being allowed to sell GT500s for each of the 2013 and 2014 model years.

A customer would be able to use $200 of the fee towards an actual non-transferrable purchase. Whether a purchase is made or not, $50 remains with Ford as a user fee. A prospective customer who does not proceed with a purchase forfeits the entire $250. A dealer who cannot fulfill the order during the model year must return the entire $250 to the customer.

The requirement of $250 up-front, along with a $50 non-refundable fee should keep out almost all but the genuinely interested potential customers.

Ford wants to protect franchises by withholding the truth about allocation status, but in the process, not just prospective customers, but also honest franchises are cheated by the unscrupulous ones.
