I didn't like the phrasing, but I don't think he intended it to sound the way it did.He makes some good points other than calling these shooters “rational”.
I get the bigger argument he’s making and agree, which is, the concerns of this group of people are being ignored and further— they are being vilified and blamed for things they don’t control leading to disenfranchisement.

Reasonable doubt must be provided before an arrest (or a warrant). Beyond that, you are correct. I'm pretty sure that's what you're saying to begin with.The police don't have to prove anything. They arrest people if they think they have evidence a crime has been committed. It's up to the DA to press charges, and prove the case, if it goes to trial.
