Attic Condensation/Home Inspection, Need advice

Sorry if I missed it, but did the Inspector identify moisture throughout the attic area, or just in specific areas?

There's no possible way to estimate the cost of a roof replacement without knowing area, pitch, type of material to be installed, distance from material, etc.

For a contractor to rip apart the whole roof (shingles, roof asphalt paper, and sheathing, etcc..), and replace it, will easily cost $10k at minimum, even on a home as small as a double-wide.
