Automatic Tranny question

The girlfriend just bought a 2002 GT with an auto transmission. Very nice car.

I've never owned a Mustang with an auto before, so this is my first experience with the Ford automatic transmission.

It shifts very nice, except it has one small quirk. This is what happens:

If I'm just cruising along and accelerating VERY slowly, the transmission shifts into the first three gears normally. However, when I get to around 32.5 mph (still accelerating VERY slowly) the engine starts to surge very lightly. It's almost like the transmission is right on the edge of shifting, but it doesn't quite make it. Instead the RPM's go up and down until it finally shifts. This doesn't happen under moderate to hard acceleration, only under VERY light throttle, such as when driving in slow, heavy traffic.

I checked the trans fluid and the level is fine. The fluid also smells OK.

Is this normal for this car or do I have an issue?

Sounds like its delaying shift into o/d. Typically if there is a serious problem the o/d light will flash in the dash. If to car has near 30k miles on it i would have the tranny serviced. Try switching it out of o/d and see if it still does that.
