BAP and clogged fuel filter

I had to turn my BAP up to 40% with my latest mods.

2.93/6lb - 60s

Could a semi clogged fuel filter cause me to have to turn my gain way up on my BAP? What is the downside of running it at 40% all the time?

I change mine every two oil changes (6000 miles for me)

My tuner recommends every 10k for fuel filter change. Only cost $10 and a little bit of a hassle, but real doable.

40% sounds about right to me.
