Boost mods and 91 octane

Here in California the best one can expect at the pumps is 91 octane.

Do most of the chip/pulley upgrades work with 91 octane or are they assuming higher grades of gasoline?

I assume California is the only state with this strange restriction on octane rating.

Rick at Amazon Racing has programs developed for states with 91 octane. I have been running his custom Diablo chip for about a month and could not be happier with the performance.
