boost problems

my car is set on 20 psi but on my guage its only turning 12 what could my problem be?

well i found out that it wont go to full boost while revvung it up in neautral
i just noticed it today for some reason wet roads so i couldnt out a load on it.

I dont think mine does it in neutral either...

i dont get any in neutral.
you will see more boost with a load on the motor.
if you notice boost will come up alot quicker when your in 5th or 6th gear.
