Boost question

I have restored 1999 ford lightning.
Replaced engine from 2000 ford lightning.
Everything on the engine is original except super charger pulley.
Metco pulley 10 psi boost by ford spec.

Today is 1st day test drive and seems my boost wont go over half way.
Can someone point where what what can be wrong?

Boost actuator set up correctly. With engine off the arm lever should be a hair away from touching the stop. All lines hooked up correctly?
