Yes it is. I sold my car to a dealer outright earlier this year and at the price they gave me, I didn't give them the plaque, the car cover and a couple other things. I have seen these sell on Ebay over the past 6 months or so for up to $900.

If I remember correctly the best offer that was accepted on this one was about $700, but it no longer shows what the offer was for some reason. This one was used..
