Car is running sluggish and has a intermittent p0358 code

So my car has less than 20k miles. I got a code p0358. It is intermittent. I replaced the coils and spark plugs. It still pops the code up. Also my afr is around the 10s now. Any tips or help would be appreciated.:read:
