Diablo Predator Programmer Problem?

I have a diablo programmer and it wont boot up it just lights up but nothing comes on sometimes it does but sometimes it dosint its weird. And now when its boots up it reboots itself any suggestions.Please help i called DIABLO BEACUSE I BOUGHT IT FROM A FRIEND THEY SAID THEY WOULD CHARGE 100.00 TO FIX IT THATS BULL MAN. AND I WASINT THE ORIGNAL OWNER.

If you bought it from a friend then a friend would give you your money back or the 100 bucks to have it fixed.
