Does the tps move the throttle blades?

I have been having idle problems. After driving then I put the truck in park it idles at 1200 rpm's. I can move the throttle arm backwards and the idle drops. I used a mirror and the arm does not hit the stop, but when I pulled off the throttle body the arm is on the stop. There is nothing else that affects the movement of the arm nothing in the way. I have a little slack in the throttle cable and the cruise cable is loose. The tps voltage reads .98 I have a installed a new iac and it didn't change anything.

It was the sensor. I left the engine running, pulled off the sensor, and the idle dropped. I put it back on and tightened it down and so far it idles like normal.
