ECM question

I bought my 03 from Texas, and when I purchased they said it had never been tuned. I went to tune with svt handheld and ECM would not recognize handheld. My next step I took the car to ford to have them reflash and they claim it would not recognize their system either. Next my tuner removed ECM and had it checked out to make sure no fuses or anything was wrong and it checked out fine.
I decided to try a sct flip chip and the ECM was able to recognize this so we went to tune and it allowed my tuner to enter information we wanted and everything seemed good except the car would not respond at all. Even with drastic changes.

Any feedback would be great. My next step is buying another ECM I guess.

you took it to Ford to reflash it and THEY said it wouldn't recognize their equipment? that don't make sense?

They told me they could not get the two to talk

Have you checked all the fuses on the car? Is there power on the OBDII connector under the dash? One of those terminals should be 12V with key on.

They say they checked all the wires and fuses. I was trying to avoid having to buy new ecm
