Fog lights won't turn off

Thought is was the relay and replaced that, hear a clicking whenever I push the foglight switch when park lights or low beams are on but foglights won't turn off, Bout the only thing I changed was put some new foglight cases and fog lights in. Any ideas maybe a short and getting current on ground or reckon it could be the switch itself. At least with high beams the foglights shut off like they are supposed to, not a big deal just bugs me.
