Doesn't make sense.
Why would you pay to have a card judged only to be returned with a grade the owner, or anyone else, can't see?

OP needs to do some research on the cert.
Just a theory, no clue if I am right or not. I think that every card PSA looks at is tagged with a number counter just like an invoice number. If the item doesn’t warrant a grade of 1 or better or doesn’t meet minimum requested grade it just gets returned and they go on to the next item. If the card grades they slab it, send it back and then that number gets registered online.

That would make sense, but why does he get an invoice number for no invoice? Lolol
