"Friendly" Inspection Shop Near VA Beach

Can anyone recomend a "friendly" inspection shop near VA Beach?

My friend has a wiper delete, projection headlights, and some exhaust work (still has cats).

VA beach is hard on the inspections. If they get caught passing you without those its big $$$$$ for them. Good luck with your search.
