why is the device locked?

I traded in the car and kept the tuner because they don't give you any extra money for mods when you trade cars in unfortunately.

does the device locks itself when it's not pluged in to the car? or how does that work?

It locks itself to the vehicles VIN so it can't be used by other vehicles until the vehicle it is locked to is re-flashed back to stock or you send it in and have it unlocked. Very simple process.
