The one under the glove box is the two stage fuel pump relay. When it is open at low RPMs, all the current runs through a current limiting resistor that lowers the fuel pump output. At higher RPMs, the PCM closes the relay, which shorts out the current limiting resistor. With the current limiting resistor shorted out, full power gets to the fuel pump so it maxes out its output. The fuel pump will run if this relay fails. If it fails open, it will only run in the low output stage. If it fails closed, it will only run in the high output stage.
The PCM monitors the output of this relay. If it doesn't see what it expects, you should see one of these DTCs: "P0231 - Fuel Pump Secondary Circuit Low" or "P0232 - Fuel Pump Secondary Circuit High".
