Gear ratio, stall speed question

Well I had put up my Mustang up for sale, but I decided to keep it. I still have some tuning issues to work on. The guy I bought the car from told me it had a 3500 stall converter and a 4.30 rear end gear ratio. The car revs up to 8500+ rpms and it starts spinning the tires at around 2000 rpms, so I decided to get a TCI 3500 stall converter. Well it still does the same thing, and bogs at take off. Ive seen other Mustangs with almost the same set up as mine but with a 5.13 gear ratio. I know that the gear swap to 5.13s will help. My question is, does the rear end gear ratio affect stall speed?
