It definitely means they aren't Gloss Black.
Since they share the same option code as the 2013 Matte Black stripe (854), I would be willing to bet they are the same.

I've had both matte and gloss and I much prefer gloss. Matte look good on dark cars but they scuff easily and are a pain to care for.

Aren't the other color stripes gloss?

I prefer the Matte Black on the PW cars and the Darker colored cars, Gloss Black might look good on Race Red, Grabber Blue and Ingot Silver, but I would have to see them in person before I would go with it.
When it comes to maintaining the Matte stripes, I believe you are right.
