High Flow Catted X EMISSIONS LEGAL?

I was wondering if a high flow catted x pipe will pass emisions on a 2004 cobra. And if anyone has a magnaflow catted x with magnaflow cat back what type of sound do they get with it and how wa steh performance gains with the catted x and is it worth adding to the cat back.
