How to remove screws for hood latch cover?

Im trying to remove the cover in the engine bay that surrounds the hood latch. Im having a helluva time getting those 4 screws out. Is there a specail way to do it? Please help??

stick a pick or small screw driver under the screw head and pull up. no need to turn it , it's really like a push pin.
