How/Where to fix paint scratches.

Ok, my lightning has some chips and scratches in the paint in a few places and I was wondering how to get them fixed. Its really bad on the rear bumper. Here is a pic.

Would it be best to take it to a body shop or should I try and fix it myself?

Well I am no expert but i was told to fill it in with touch-up paint and then sand it down to blend it. But i would look more into that befroe trying it because I never have and I can't tell you everything you need to know.
