Is there anyone in SoCal competent enough to work on SVO's

ANYWHERE IN SOCAL!?!?! Anybody? Some shops I take it to ask me when I put the turbo on?!!!! CMON!! Somebody has got to know someone that can build and tune an SVO that will pass smog! Sorry I am very frustrated and about to donate the 85.5 to the crusher. My car passes emissions and everything is proper on it, but fails because the timing was off by 36 degrees or so. Had the timing adjusted to 10 degrees and now the thing barely runs on the highway. Its like a deathtrap. I had to pull over twice.
