Low RPM (under 2K) hesitation

I have a low RPM (under 2K) severe hesitation which drastically affects drivability, especially from a stop. I just recently rebuilt the motor and installed Crower Stage 3 cams while I was at it. It idles fine (a little higher than before, of course) and runs really fine above 2K. If you give a it to much gas too fast at less than 2K it loses RPM to the point that it almost dies and will sometimes die if you get totally off the throttle after stabbing it. My tuner spent 4 hour Wednesday trying to fix it with no success. I've checked the blower gasket, lower intake gasket, and hoses for vacuum leaks numerous times and found nothing. I've checked the plugs, bypass valve, changed out the FRPS, and run a compression test and nothing seems to make any difference.

Has anyone else ever had this problem and if so what did you do to fix it?

I've done the PPRV delete along time ago. I've also cleaned the MAF and checked the PCV valve, and checked the MAFia setting (2).
