need help with procharged 331 cobra

ive been helping out a freind who has a 93 cobra with a fresh 331 and a procharger.the motor was just installed by a local mechanic.this car has a previous tune but i think its not right.i went down to start it today to see how it idles and it was surging really bad between 1500 and 800 rpms for about 10 mins.after about 10 mins of running the car starts to run really rough and the fuel pressure drops down to about 30 ps1 at idle and when you hit the gas it just stumbles.iwas going to check the timing and i noticed the spout connector is missing.what should the base timing be on this car and the fuel pressure set at.would driving it make the computer learn anything.im a ls1 guy so any help would be great.car will be foresale soon.

Set the base to 8-12 degrees with the SPOUT out and make sure you get another SPOUT for it that will make a big difference. Fuel pressure should be 39-42 psi with the vaccum line off. Hard to say without diagnostics if these quick fixes don't do the job..
