New 429 ground crank journal opinions

25 years ago my dad bought a new 429 4v from the local tech school. Story was there was a bunch of rail car vandalism nearby and ford donated this to the local tech school. 73 429 that if it has been fired, it wasn't ran for long. I finally talked him out of it and pulled it down for inspection and saw this. Kind of has me scratching my head.
Anyone seen anything like this?
