The zetec engines in the two are largely the same, but the zx2 does have vct on the intake cam. This is largely for economy, but if you're considering any tuning it does give the tuners options. The zx2 does also have a lower final drive ratio in the transaxle which makes up the lions share of why it's a bit quicker than the focus.

Having driven both and owned a 2000 ZX3, I would choose the focus. It's built better and handles better.

Id rather thrown in another $500 or so. Ive seen SVTF with nearly 200k for around $2000-2500. Ive seen some lower mileage ones..around 100k...for $3000-3500.

Isnt the Zetec an interference motor? If so, i'd change my choices for a beater to a timing chained non-inteference motor. The a later year model of Focus I believe.

I had a ZX2, it was a good economical car. Regularly got over 35mpg on the highway. One set of brakes at 85k miles and two sets of tires. My sister totaled it a few weeks after I gave it to her.

I just bought a 2002 Focus with 130k for 1300. Brand new tires and clutch.

You should notice right away if you have trouble shifting or any grinding; the shift cables/bushings get worn or out of adjustment.

I dont think you should consider which is faster or has more power. They are both pieces of crap.

I was so happy when I pulled into the grocery store, found the closest spot I could, and nudged a cart out of the way. Been parking in the back forty with the Cobra for years.

Id also go with the lower mileage car.
