odd question... about brakes

So here it goes. I posted this question a while ago and got no answer, so I will try again. When the car is off and i am parked on a hill and go to start it it will roll (if the clutch is in AND I AM ON THE BRAKE!) As soon as the car stops, the brakes grab and it won't roll. Could it be a lack of vaccum in the hydroboost?
**additional info**I had some work done a while back which required the hydroboost to be disconnected (subsequently the rear wheels locked up). I don't know if it is related or not.

the hydrobbost desnt run off vacuum so not that. when the hydoboost was taken apart you might have gotten some dirt in it. it is a very touchy system and needs to stay clean inside.
