Does anyone know how to get one of those letters that tell the production numbers for the 13's?

That looks like a Deluxe Build Sheet. They're available here for $46. (The direct link doesn't seem to work for everyone. If you have trouble with it, go to the site and search for item #39416.)

There are a couple of other products that provide various production data available...
