Had new PS pump replaced. They also replaced the high pressure line from pump to hydroboost as the old one was leaking badly when they put it back on. It seems like it may still be leaking somewhat. To double check: Should the Teflon seal be visible like this?

It's also whining at high RPMs. Sounds like a supercharger. I've done a lot of bleeding procedures and had someone check the reservoir with the cap off while I turned lock to lock repeatedly abd he saw no bubbles at all.

No, the seal should not be visible. There is a chamfer inside the pump housing where it should seal against.

I would replace it.

Also when you bleed the system you should also pump the breaks, your hydroboost feeds the master cylinder first then rack. You can also apply a small vacuum to the reservoir to pull air out.
