Question about blower??????

I was driving home in my suv and a mustang gt drove by me ,as he
shifted it sounded like a relief or release valve .Is this a type of
blower or is it a "street geek" mod? It maybe a simple answer eveyone knows about except me.I thought it sounded quite mean of course it would
have sounded threatening if it was from a termy.

they sound good on evos and sti's but i dont know about a mustang
