Reduce RPM flare on cold start, SCT PRP

My RPMs flare to almost 2,600 on cold starts. Warm start is fine. This car has always done this since I got it (NA with stock PCM flash). Are there any quick adjustments I can make to reduce these flares? Thanks!

Would help to know what kind of vehicle and mods done. EEC IV, V or Can bus?

My guess would be something mechanical and not the tune.

There are idle adders based on ECT and time. Have you played with those? I don't have my laptop in front of me so I don't remember the exact name of them. Did this just start? In other words, as cbrown said, you don't want to tune anything around a mechanical issue.

I was told that ford does this to get the oil pump spinning up to get oil to the motor quicker on cold start ups, mine has always done it too.
