Those are from RiceCop.com You can order pads of tickets from them or print out your own from the huge list of user made ones on their website. You write out the ticket, slap it on the ricers car, and then take a picture of it. Then when you get home you post the picture on RiceCop.com and the offending ricer can come to the site to defend the citation if they think they can.
